MOGADISHU—Today Somali Government officials led by the Minister of Finance, Division of Financial Management Improvement held in Mogadishu an important anti-corruption meeting with representatives of the world bank and economic experts. They were briefed on the progress and the implementation of the Procurement Bill as a mean to provide the foundations for honest financial governance.
The objectives of this legislation are to lay down the principles and the new national sales practices as well as to minimize corruption and fraud to ensure that public funds are used for the purposes for which they are intended to. The law through the legislation will provide full transparency in public procurement, clear procedures and contracts, will ensure benefiting all Somalis.
This Act will establish the necessary institutional structures required for managing public procurement and provide the guidance and procedures for procurement of goods, works, services and other contract terms; administration of concession agreements; and disposal of unserviceable, obsolete, or surplus stores, and equipment by public entities.
Every procurement entity of this country will be required to use these procurement standard and refer to this bill within all bidding documents and forms.
This Bill will assist the FGS in maximizing economy and efficiency in procurement and obtain best value for public expenditures. More particularly, it will help boost economic development, encourage fair competition and reinforce integrity, fairness, accountability and public confidence in all procurement processes at the same time allowing equal access without discrimination to all eligible and qualified suppliers of services, goods and works.
This Act is presently being reviewed by the legislative Federal Republic of Somalia and shall be used by the entire country unless otherwise indicated herewith.

cate corruption, monopolies and promote competitiveness and transparency in the procedures, processes and decisions relating to procurement and agreements.
