World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self-driven and results oriented candidate to fill the following vacancy in the organization.

MONITORING AND EVALUATION OFFICER- HEALTH and NUTRION Projects- Garowe, Puntland, Somalia.

Purpose of the position:

To provide technical support to Field Office operations and the Monitoring and Evaluation Unit, in the implementation of Health and Nutrition programming.

1. Design and manage the implementation of health and nutrition programmes and projects, M&E plans in alignment with the World Vision DME LEAP framework and Humanitarian accountability standards

2. Ensure that an appropriate humanitarian accountability mechanism is established

3. Involvement in assessments, analysis and dissemination of reports as per stakeholder guidelines

4. Capacity development and awareness among relevant World Vision staff and key stakeholders is enhanced

5. Participate and assist the Project Manager in writing donor reports and proposals

Key Responsibilities/Tasks

1. Design and manage the implementation of health and nutrition programme and project M&E plans in alignment with the World Vision DME LEAP framework and Humanitarian accountability standards.

* Monthly work-plan for all districts developed with input of the Project Manager

* Key indicators are identified and monitored in line with the M & E Plan

* Develop and manage an updated database and information management system for programme indicators and monitoring activities

2. Ensure that an appropriate humanitarian accountability mechanism is established.

* Assessment reports compiled in the first quarter of project implementation

* Appropriate tools for humanitarian accountability (Complaints and response mechanisms) and mechanism of reporting is selected.

* An appropriate CRM mechanism (i.e. help desks, suggestion boxes, etc) and methodology of feedback is established

3. Involvement in assessments, analysis and dissemination of reports as per stakeholder guidelines:

* Monthly and quarterly reports following agreed template is produced

* Baseline and mid-term evaluation reports compiled and shared by consultants, with input from A,M & E

* Monthly narrative reports compiled and presented to all the relevant stakeholders and WV management

* Quarterly narrative and end of project narrative reports presented to the Project manager/officer for input into SO reports Discussion meetings held for M & E findings established.

 

Capacity development and awareness among relevant World Vision staff and key stakeholders is enhanced:

* Trainings of health and nutrition staff, other sectors, beneficiaries, communities and local authorities on CRM system conducted

* Training of health and nutrition staff on M & E data utilization, reporting and analysis.

* Use made on best practices, Lessons Learned

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

* Educational level required: Degree in Health Sciences, Social Sciences, Statistics, Community Development, or any related field.

* Technical Training qualifications required: Analysis using qualitative and/ quantitative methods

* Professional technical skill desired: Knowledge of the SPHERE standards, Humanitarian Accountability Partnerships (HAP); other international humanitarian standards and other capacity building skills.

* Experience: Minimum TWO years work experience in community based programming, local government or work with NGOs or humanitarian agencies.

* Other:

* Very good knowledge of English, and local language.

* Computer literacy

Working Environment / Conditions:

* Work environment: Office-based with frequent travel to the field

* Travel: 40% travel to field and other locations is required.

* Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

* Must adhere to set security standards

* Ensure a gender perspective in the scope of work

* Ability to work in and contribute to team building environment

* Cross – cultural sensitivity, flexibility and emotional maturity

* Ability to exhibit exemplary life style as interpreted in specific local cultural context

* Perform other duties as required
