PUNTLAND CATEGORICALLY REJECTS THE OUTCOME AND PROCESS PURPORTING TO CREATE A FEDERAL STATE FOR CENTRAL

In reference to the July 4 2015 announcement in the central Somali town of Adaado, the Government of Puntland categorically rejects the outcome and process purporting to create a federal state for central regions in a manner that contravenes the Provisional Federal Constitution of Somalia;

The Government of Puntland finds it regrettable, the federal government continued sponsorship, support and active engagement in an illegitimate process that is detrimental to the on-going peace and state-building efforts in Somalia.

The illegal and destabilizing process and outcome in Adaado will lead to further chaos, fragmentation, political divisions and has the potential for re-igniting civil conflict in the country.

The Government of Puntland categorically states that there is no dispute on its southern boundaries, as stipulated in the Agreement of 14 October, 2014 with the Federal Government of Somalia, witnessed by members of the International Community.

Equally, the Government of Puntland rejects the illegal and illegitimate so called Boundaries and Federation Commission, constituted currently without consultation as stipulated in Article 111 of the Federal Provisional Constitution; therefore, no deliberation or outcome from such body is binding to Puntland.

The Government of Puntland strongly supports and will safeguard the principles of federalism in the Federal Republic of Somalia and the working relations among and between federal member states per Article 50, section (c) of the Federal Provisional Constitution.

Lastly, the Government of Puntland calls on the international community to support and
commit ourselves to the protection of the Federal Provisional Constitution.
