Jubaland State’s Statement on Somali Federal Parliament Decision of No Confidence vote Against Jubbaland Regional Assembly

The Interim Jubba Administration, in response the Somali Federal Government Parliament’s no confidence vote
against Jubbaland Regional Assembly:

• Recognizes that the decision vote of no-confidence against the Jubbaland Assembly is unconstitutional,
factual and hostile, according to SPC.

• Realising that the SFG Parliament has completely failed to deliver on legislative milestones needed to secure
our path to Vision 2016, and has instead been in the service of delivering unconstitutional and divisive motion
which will lead Somalis to unchartred territories.

• Observes that the SFG Parliament has been become a destabilizing factor and working against the interests
of the Somali people, who desire peaceful, progressive, inclusive and competent institutions.

• Firmly Believe that the SFG leadership is not completely honest about this particular issue, as they
repeadedly failed to restrain Somalia Parliament taking such divisive decision and sometimes acting in concert with SFG leadership.

• Acknowledges that there were no commitments to fulfilling the conditions of the May 28th Agreement between SFG and the IJA, in order to make grant legitimacy to the no confidence vote rendered yesterday.

• Notes that the state formation process, as led by the SFG government, is a process dominated by a few,
and they are committed to undermining the custodianship of Somali provincial constitution which may lead to more confrontation in the process.

• Reminds the people of Somalia that the IJA has promised to condemn and challenge all leadership that
attempts to derail the Vision 2016 process, while working to undermine federalism or contemplete extension.

• Understand that latest devisive actions taken by the SFG such as yesterday decision to intervine regional
States’s internal issues and publishing bogus population survey to say a few is fast withdrawing trust deposit
we been making for the last two years.

2-In light of these challenges and developments, the IJA has decided that:-

• IJA will not negotiate with any current outside political bodies of the legitimacy of its Parliament which was
formed under the Somali Constitution Article 121, which states that the federal states will form their
administrations according to their regional constitution.

• That effective yesterday, June 6
th, 2015, the IJA will cease all and any working relationship with the Federal
Government of Somalia, since SFG failed to constructively engage Somali people, and particularly Federal Member States.

• The IJA is ready to work with the SFG government, once we’ve secured competent parliament and political institutions committed to inclusive political processes and guiding the nation towards vision 2016.

• The IJA recalls its members of the SFG Parliament to come to Kismayo for talks on how to address our concerns and devise a way forward.

• The IJA confirms any decisions made by the Federal Government of any kind will not be applicable to IJA, until such time all Somalis come together and new governance structure is agreed.

• The action taken yesterday by Somali Federal Government will provide a breathing space to Al-Shabab and derail planned offensive to dislodge terrorists in Somalia, however, IJA confirms, its committments to undertake offensive against Alshabab, knowing that no Somali Government partner in this venture.
