Press statement on the Population Estimation Survey

For Immediate Release

The Interim Jubba Administration’s Ministry of Planning and International Cooperation has been committed to developing a productive working relationship with the Federal MoPIC, in order to consolidate Planning efforts in Somalia.Our commitment to this partnership between the Federal MoPIC and the IJA MoPIC is one we hope to be guided by a consultative, inclusive, and transparent process that engages all Federal Member States, Inter-im and Emerging Administration.

The Federal MoPIC, led by H.E Abdirahman Aynte, has expressed on more than one occasion, their commit-
ment to spearheading a collaborative, Federal Planning Framework. Its recently been brought to our attention that the Federal MoPIC has released and endorsed the Population Estimation Survey, and is committed to using this census report as an authority on the demographics of Somalia.

Our position has always been clear concerning census collection, and is one founded on the premise of sound quantitative and qualitative research. Let it be known that the IJA rejects the legitimacy, methodological frame-works and conclusions of the Population Estimation Survey, as the findings are not only inaccurate and improb-able, but also present results that have severe political ramifications for all the communities of Somalia.

It is imperative that any individual occupying a leadership position in Somalia understand that census data col-lection requires independent, bipartisan methodology, backed by verifiable quantitative research, and guided by an inclusive process that includes the SFG Planning Ministry, in collaboration with State Ministries of Planning.

We encourage our International Partners, and all levels of Somali leadership to be mindful of the political sensi-tivities of endorsing the Population Estimate Survey census report. The IJA was and is always committed to en-dorsing all inclusive and transparent census collection processes, as Somalia’s census data will play a pivotal role in the coordination, allocation of funds, and the strategic planning of Somalia’s economic and social devel-opment. We also encourage the Federal MoPIC to revisit his position on the Population Estimation Survey, and deliver on his promises to safeguard all transparent and inclusive processes, as it pertains to Somali Planning.
